Legitimation in Votorola practice

I can't say how much trouble this little section gave me. It was
humbling to work on it. It's probably full of mistakes:

I have to ask: Would this validation practice itself be valid? Would
it be one to which all possibly affected persons could agree as
participants in rational discourses?

Or does anyone know of another practice that might result in valid
norms, legitimate laws, and so forth?
