It's my mistake, because I was mixing different concerns in the
nav-map.  The nav-map is only for aiding navigation among the poll
pages, especially at the wiki/server boundary (where things get
confusing).  So it's now been simplified to the bare minimum:

  http://u.zelea.com:8080/v/w/

We can extend it later.  Or we can add other tools for geo-political
navigation (where that's applicable to the poll).  We'll have to see
what the area admins and their users hammer out in the wiki, first.
The wiki is flexible enough to allow different areas to structure
themselves as they please.
