Vote track placement in draft pages

The vote track at stage top is no longer fixed to the viewport in
draft pages.  It was obscuring the view too much.  Instead it's now
fixed to the page, so it scrolls out of view as you'd expect:

  (only tested on Chrome and Firefox - you may need to hit refresh)

A second vote track is now added to stage bottom, and this one *is*
fixed to the viewport.  You may hover over it in order to see the
difference shadows while scrolling through the draft.  It abuts the
page bottom, so it obscures nothing.
