[PATCH] rename test-alias-accounts to guest-accounts

I thought it was guest.net.  If not, then guest.com is okay.

I can fix the simulation scripts (they're not in the repo) and re-run
the simulations, if you can take care of the rest.  So:

  * Manual
  * Grep for code or docs that depend on the old names (always when
    doing this kind of thing)
  * Clean away old "test" voters
  * Test
