[MG] (bug) Draft pointers unstable in remote diff URLs

This is now fixed.

The fix breaks old diff URLs for remote drafts, e.g. those posted here
in the list.  (They weren't numerous enough to write special code
for.)  They will now give "malformed draft pointer" errors.

Simply redo your diffs and repost as needed, and those ones should be
OK.  Here's my latest for Ed, for e.g., which also includes Thomas's
