Numeric domain names in user email addresses - bug

I don't think we should allow it. Instead, we should fix the bug by
disallowing these:

> a) Create an account for thx at in the pollwiki
> b) Vote for thx at by email address in the pollserver

Mail hosts aren't supposed to use domain labels with leading digits
(like "1138"):
We depend on that restriction for the username encoding scheme.
Allowing an exception would be difficult, and would complicate future
changes to the scheme (e.g. to support unicode domain names).

I'll leave it open for a while, though, in case anyone wants to
discuss it.
