Difference engine

We've started designing a text comparison service that's specialized
for e-democracy (difference engine).  Some of the requirements for
this were discussed in the previous thread (Seeing the differences
among position drafts).  This is an open design effort, at the early
sketching stage.  Critique is welcome, alternative designs too:

The DE isn't part of Votorola.  It'll be something we interface with,
like MediaWiki (see architecture diagram above).  So it'll probably be
a separate project.  But it looks like a central facility.  Alpha
testing of Votorola is currently stalled because we can't properly
interface to discussion media without the DE.  (Other e-dem projects
will probably need it, too.)

I'll start coding it soon, if nobody else is interested.  Here's my
