Registration framework

Here's a set of requirements for registration.  This is still very
sketchy, but I think it covers all the main bases. (?)

Please contribute mods or comments, if you have time.  Ideally this
meshes with everything that's already out there (code and design), or
at least co-exists peacefully with it. (?)
