This is to inform you of the release of Votorola 0.1.8.  The changes
in this release are as follows:

    Election results were added to the Web interface.  Voter
    registration of new candidates was added, in line with the same
    feature in the mail interface.  User's guides were drafted for
    both Web and mail.

    Count compatibility with previous releases is broken; any count
    created by "vocount" under a previous release will be unmountable
    under this one.
