Another Knight proposal - Free-range voting

Very briefly, here's an incomplete rough draft of a second proposal:

I'll try to finish it tomorrow, then look around for other projects
that might want to participate. Hopefully it can be presented as a
joint proposal. Might be a better chance of winning.

I think the image is the crucial thing. The two figures should catch
the reader's attention. Why is one free and the other in chains? The
rest of the image should tell the answer.
