Independent servers for different areas of the pollwiki

We now have preliminary support for stage 2 rollout:
http://zelea.com/project/outcast/dep.xht#mul

This means we can assign different areas of the pollwiki to different
servers, which are then responsible for tracing the trust networks,
counting the votes and staging the theatre UI in those areas.

We're currently testing this with Conseo's server in Mannheim.
