I have a mock-up of the votespace track to share.  Click on the .xht

I didn't draw a draft page.  One difference there is that the track
attaches to the viewport instead of the page, which then scrolls
beneath it.  Generally it will behave like the old footing controls do
(top left): http://zelea.com/w/User:Frank-FlippityNet/Sys/p/sandbox

Please let me know if you foresee any problems, or have an alternative
design to suggest.
