[MG] kudos and instantiation support

By the metagovernment software, I was referring to Votorola - as discussed
in the link below. (Pardons extended to Ed, et al who have contributed under
sundry aliases).   I was interested in finding the hosting requirements for
setting up an instance of Votorola on my site, if of use to the group.
Please advise
