Superaccount selection in Crossforum Theatre

The UI for superaccount selection is finished:

The selector is top left (Votes, US$).  What you see when you select a
superaccount are pledged resources flowing in votespace along with the
votes.  The resource is money in the case of the US$ account, but it
could also be materials, labour or anything else for other accounts.
Note that selection is tied to browser history, so you can navigate
back and forth, create bookmarks, post URLs, and so forth.

Caveats: This is SVG, so it won't work in IE (at least not under v.9).
It was only tested on Firefox and Chrome.  The US$ data is faked in
the API on the server side, because the account registers aren't yet
coded at the back end.

Next to code are the track stacks under the toolbar, which will show
progress in the accumulation of resources toward some goal.  How many
votes, US$, and so forth are needed for action?  How close are we to
that goal?  That sort of thing.
