We talked about this earlier C, though we didn't give it a name.

Related note: I guess the vote mirroring framework will accomodate
"pledge mirroring" too.  So we could go fishing for users at online
pledging/donation sites.  I'm not sure what's out there, but it's
something to bear in mind.
