Mandatory e-petitioning in England

Thomas has taken an interest in petitions.  I just learned that all
local councils in England will soon be required to introduce

Opportunity for us?  They have poor detection of sock puppets, for
example.  They seem to depend on central, clerical oversight:

Be nice to open it up with common petitioner registration, tight
lists, and signature mirroring across sites.  The use cases are
similar to public voting (I agree with Thomas).
