A final update on this: Semantic Mediawiki was installed.  It seems to
be holding up OK.  We now have electoral districts with poll lists,
and polls with position lists.  See for example:

There was a bug with the caching of query results.  They weren't
updating when properties changed, or pages were added/deleted.  (I
fixed that one just now.)

Poll/position summary tables (at top of pages) are improved.  They're
now coded completely by templates, as David Mason suggested.
Semantics helped there, too.
