Unregistered voters now allowed

As requested by Thomas, you no longer need to register in order to
have your vote count.  For the duration of alpha trials, you can
simply login under a test alias (no password) and vote immediately.

For admins, the configuration that enables this is in two files (grep
for "unregistered voters"):
