Alpha usability trials are beginning in Toronto

Usability trials are beginning in Toronto.  A "Feature Requests" page
was added to the discussion site.  It outlines the scope of the
trials:

If the code proves usable, we'll release it as "alpha-two".  Beta is
now deferred for at least 2 months.  Beta will include support for
norm elections (voting on laws, plans and policies).
