This is to inform you of the release of Votorola 0.0.10.  The changes
in this release are as follows:

  The utility 'volist' was added to the command line administrative
  interface.  Snapshots of the electoral register may now be captured
  in archival format.  Use cases were documented.  The theoretical
  grounding of the architecture was broadened in scope.
